Massachusetts Cannabis Visitor Guide

Any adult 21+ with a valid photo ID can buy cannabis in Massachusetts. Same limits as residents, no residency requirement, cash or debit accepted. But no out-of-state medical cards, no public consumption, and absolutely nothing on federal property. Here is everything visitors need to know.

Who Can Buy

Any person 21 years or older with a valid government-issued photo ID can purchase recreational cannabis in Massachusetts. There is no residency requirement. Accepted IDs include:

  • Driver's license from any U.S. state
  • State-issued ID card from any state
  • U.S. passport or passport card
  • Military ID
  • Foreign passport (international visitors welcome)

Purchase Limits

Visitors have the same limits as Massachusetts residents. Per transaction:

Massachusetts does not recognize out-of-state medical cannabis cards for medical purchases. If you hold a medical card from another state, you can still buy recreational cannabis with your regular 21+ ID — but you will pay the full recreational tax rate (~20%) and cannot access medical-only products or higher potency limits.

Payment

Massachusetts dispensaries accept cash and debit cards. Debit transactions are processed as cashless ATM withdrawals, which may include a small fee ($1–$3.50). Credit cards are not accepted at any dispensary due to federal banking restrictions.

Every dispensary has an on-site ATM. Plan to bring cash or use the ATM. ATM fees typically range from $2.50 to $3.50.

Where You Can & Cannot Consume

  • Private property: Legal, with property owner's permission. Your hotel room (if the hotel permits), vacation rental, or friend's home.
  • Public spaces: $100 civil fine. No arrest, no criminal record, but a fine. This includes sidewalks, parks, beaches, parking lots, and outdoor dining areas.
  • Vehicles: No consumption by driver or passengers. Open cannabis containers must be in a sealed exit bag or the trunk — not the passenger area.

Federal Property: Completely Illegal

Cannabis is illegal on all federal property regardless of Massachusetts state law. For visitors, the most relevant federal sites are:

  • Freedom Trail NPS sites — Portions of the Freedom Trail are on National Park Service land. Do not carry cannabis on federal property sections.
  • Boston Harbor Islands — National Recreation Area. Federal property.
  • Logan Airport — All airport property is federal jurisdiction. Do not bring cannabis to Logan under any circumstances, even if you are not flying.
  • Cape Cod National Seashore — Federal property. Cannabis is illegal on all National Seashore beaches and trails.

Possession on federal property is a federal misdemeanor, regardless of the amount.

Freedom Trail Warning

The Freedom Trail includes National Park Service property where cannabis is federally illegal. If you are walking the trail with cannabis, be aware of which sections are on federal land. When in doubt, leave cannabis at your hotel.

Massachusetts Pricing in 2026

Massachusetts has become the cheapest legal cannabis market in the Northeast. With 416+ dispensaries competing, prices have dropped dramatically since the early days of legalization:

  • Per-gram average: approximately $4
  • Eighths (3.5g): $14–$25
  • Total tax rate: approximately 20% (3.75% excise + 6.25% sales + up to 3% local + up to 8% community impact fee)

For visitors from Connecticut ($7–$10/gram), Rhode Island ($6–$12/gram), or New York ($11–$13/gram), Massachusetts pricing represents meaningful savings.
